Rafael won the 40k individual time trial at the Dominican Military Games. His victory set a new course record, and present were most of the countries strongest riders.

He also got 2nd in Stage-4b of the Vuelta a Indepencia. The race is eight days long, and holds a UCI 2.2 ranking.
